2005 was the first full year of operation for the British Columbia Railway Company (BCRC) after the completion of the BC Rail Investment Partnership in July 2004. The focus for the company in 2005 was the new mandate as revised by the Company<U+2019>s shareholder, the Province of British Columbia (Shareholder), in 2004. The Company<U+2019>s new mandate is to ensure the effective and efficient management of the longterm lease agreement (Revitalization Agreement) between itself and the Canadian National Railway Company (CN) and to effectively complete the disposal of its remaining operating units and non-railway related real estate assets in a manner which will maximize the economic and financial return to the Shareholder. Cf. Annual report, 2005, Message from the Chair of the Board
Effective April 1, 2010, the British Columbia Railway Company (BCRC) will be folded into the Ministry of Transportation and Infrastructure. In the Feb. 9, 2010 Speech from the Throne, the provincial government announced the transition as a result of its commitment to review Crown corporations. The Ministry of Transportation and Infrastructure will assume responsibility for the company's operations, including: [1] Supporting and facilitating the BC Ports Strategy and Pacific Gateway Strategy, which includes the railway corridor, strategic port lands and related infrastructure investments; [2] Overseeing the 2004 Revitalization Agreement with CN Rail; [3] Overseeing the lease agreement with Kinder Morgan Canada Terminals for operating the Vancouver Wharves<U+2019> marine terminal facilities; [4] Retaining ownership of all former BC Rail railway lands and track infrastructure; [5] Retaining the ownership and operation of the BCRC Port Subdivision, a 38-kilometre line for the port terminals at Roberts Bank; [6] Disposing of remaining residual land assets, except those related to rail or Pacific Gateway operations. BCRC will continue as a legal entity, with its existing legislative authority, including ownership of all BCRC<U+2019>s rights-of-way, railbed, tracks and land. Cf. News release, Ministry of Transportation and Infrastructure, Feb. 10, 2010.
