"In January 2007, the government published Early Learning for Every Child Today: A Framework for Ontario Early Childhood Settings. This document was developed by the Best Start Expert Panel on Early Learning to help to improve quality and consistency in early childhood settings across Ontario. This framework, often referred to as ELECT or the Early Learning Framework (ELF) throughout the province, sets out six principles to guide practice in early years settings.
