"Parliamentary control in the Ontario political system, and in most modern parliamentary systems, is not quite up to theory. While the executive branch has developed to cope with the increased scope and complexity of government activity, the legislative branch has not kept pace. Changes in the procedures over the past 100 years have been largely asymmetrical. Generally, they have moved to expedite the passage of Government business and, therefore, have moved to limit the formal opportunities for private members to participate in drafting and evaluating legislation." -Introduction
