Exempt from full financial reporting by multi-party agreement which includes a "confidentiality clause" stating that no information about the organizing, staging, and financing of the Games can be released without the "prior consent" of the OCOG, the Canadian Olympic Committee, the Canadian Paralympic Committee, and the Governments of Canada, B.C., Vancouver and Whistler.
On September 20, 2003 the Games Organizing Committee was incorporated under the Canada Corporations Act as a not for profit corporation without share capital under the new name: Vancouver Organizing Committee for the 2010 Olympic and Paralympic Games. The Committee's mandate was to support and promote the development of sport in Canada by planning, organizing, financing and staging the XXI Olympic Winter Games and X Paralympic Winter Games in 2010.
